PICME — Pregnancy and Infant Cohort Monitoring & Evaluation

Tracking Every Mother, By Name, From Conception to Delivery — Followed by Childhood

PICME is Tamil Nadu’s real-time digital cohort-tracking system, following every eligible couple and pregnant woman through antenatal care, delivery, postnatal care, immunization and child health. Now in its third generation, PICME 3.0 (launched January 2024, statewide from April 2024) replaced paper-based reporting with live, verifiable data, evolving from PICME 1.0 (2008) and PICME 2.0 (2017).

🎯 Risk-Based Care

Every pregnancy is risk-stratified (Extremely High / Very High / High Risk) so mothers are planned for delivery at the right facility — driving inappropriate birth planning down 88%, from 2,469 cases (Nov 2024) to 284 (Mar 2026).

📈 Real-Time Antenatal Tracking

Government-facility ANC visit entries rose from 47% (May 2025) to 90% (Feb 2026), giving frontline teams a live view of every mother’s care journey.

📱 Self-Service for Mothers

Mothers can self-register their pregnancy and self-apply for Dr. Muthulakshmi Reddy Maternity Benefit Scheme (Dr.MRMBS–PMMVY 2.0) benefits online, with revised instalments per G.O. Ms. No. 94, and stay informed via the Thaimai mobile app.

👶 Childhood Follow-Up

Beyond birth, PICME tracks each child’s delivery point screening, immunization schedule, home-based child care visits (HBNC/HBYC) by frontline workers keeping every child’s care continuum in one record.

🔗 Reliable, Connected Data

Missing birth plans are auto-flagged; institution records are cross-verified across CEmONC, DMS, and DPH systems; and high-risk mothers are line-listed and tracked even if they deliver outside their home district or State.

📊 Monitoring at Every Level

Live dashboards track beneficiaries, high-risk pregnancies, service delivery, benefit disbursement, and nutrition kit distribution — from State and District down to Block, Institution, and individual VHN/UHN.
