SUMAN (Surakshit Matritva Aashwasan)

Under the SUMAN initiative, all pregnant women and newborns visiting public health facilities are entitled to a set of guaranteed free healthcare services. The programme aims to ensure respectful, quality and assured maternal and newborn healthcare services across public health institutions.

SUMAN Service Guarantee Packages

Since all services cannot be provided at every health facility, each facility is required to notify its Service Guarantee Package based on available infrastructure, manpower and services. The packages are categorized based on the level of care available at the facility.

Basic Package
Essential maternal and newborn healthcare services.
BEmONC
Basic Emergency Obstetric and Newborn Care services.
CEmONC
Comprehensive Emergency Obstetric and Newborn Care services.

Steps for Operationalizing the Service Guarantee Package

  • Identification of eligible health facilities under the SUMAN initiative.
  • Self-assessment of facilities to evaluate service readiness.
  • Notification of SUMAN facilities by the District or State authorities after satisfactory assessment.
  • District administration ensures that facilities provide SUMAN service packages and publicize them through citizen charters, websites and mass media.
  • Display the list of SUMAN facilities at Panchayats, Zila Parishads, WCD offices, NRLM units and all health facilities including AB-HWCs.
  • Link identified SUMAN facilities through online and IT-enabled systems.
  • Conduct monitoring and review every six months and notify the revised list of facilities accordingly.
